Making Earth marginally more explicable.

Research & Orientation Division

Studies the gap between what residents say and what they appear to mean. Houses the Working Group on Persistent Embodiment and maintains the incident archive. An inconclusive result is filed as a result.

Current inquiry: why a resident will announce ‘right’ before standing up, despite having previously shown no directional intent.

Education

Turning incidents into reassuring handouts.

Office of Applied Earth Skills

Translates Research findings into exercises that can be completed in a body. The curriculum covers domestic life, local speech, public settings and the difficult interval between being invited somewhere and actually going.

Current module: accepting a compliment without disputing the witness statement.

Compliance

Keeping your presence locally workable.

Bureau of Boundaries & Reasonable Forms

Advises on introductions, borrowed objects, portal placement and the distinction between access and permission. Operates Temporal Records, which returns correspondence received before its author has thought better of it.

Current review: whether ‘reply all’ constitutes a minor dimensional breach.

Helping personnel become regulars somewhere.

Department of Local Belonging

Arranges opportunities to meet fellow personnel, learn from local residents and remain in contact after an unusually meaningful conversation. Oversees the Institute’s annual Cosmic Conference and its less documented conversations beside the kettle.

Current initiative: one familiar face in one ordinary place.
